When GPIO library asks pin control to set the bias, it doesn't pass any value of it and argument is considered boolean (and this is true for ACPI GpioIo() / GpioInt() resources, by the way). Thus, individual drivers must behave well, when they got the resistance value of 1 Ohm, i.e. transforming it to sane default. In case of Intel Merrifield pin control hardware the 20 kOhm sounds plausible because it gives a good trade off between weakness and minimization of leakage current (will be only 50 uA with the above choice). Linux kernel

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
