Petr Mladek 007eeab7e9 Revert "printk: remove @console_locked"
This reverts commit ab406816fc.

The testing of 5.19 release candidates revealed missing synchronization
between early and regular console functionality.

It would be possible to start the console kthreads later as a workaround.
But it is clear that console lock serialized console drivers between
each other. It opens a big area of possible problems that were not
considered by people involved in the development and review.

printk() is crucial for debugging kernel issues and console output is
very important part of it. The number of consoles is huge and a proper
review would take some time. As a result it need to be reverted for 5.19.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
